Headcanon says that he met Kyogre once upon a time as a child and mistook it for a large and very friendly Wailord.
Wailmer and Wailord in Pacifilog culture are seen as ‘Kyogre’s Children’ and are sacred animals. Trainers can commune with them and if they see fit, invite one onto their team via battling or other methods, but the people of Pacifilog will take 0.000% of your shit if you hurt or try to force these creatures to do anything they don’t want.

When Archie finds religion in prison, he digs into that memory of communing with Kyogre as a child, studies old text and comes across one describing Primal Reversion, and the rest is Hoenn History.
I liked the idea of Primal Reversion literally reversing Kyogre who under normal conditions is based off an Orca/modern tooth whale, into a Basilosaurus/primitive whale.

Reminds me of Jonah and the Whale. Also your whole idea about Kyogre encountering Archie as a child and later "choosing" him reminds me a bit of "Moana" 😉

He's probably one of the only people willing to fight tooth and nail for the seas and everything in it. Of course, that determination crossed with a lot of rage can be destructive but it didn't see that in him as a child, and years later, it's as angry as he is with the whole situation.
